Holtec International is working with Eddy-Lea Energy Alliance, LLC (ELEA) on a proposal to build a High Level Radioactive Waste (HLRW) dump about halfway between Carlsbad & Hobbs, and less than 15 miles north of the Waste Isolation Pilot Plant (WIPP), to store the most highly radioactive waste ever created.

  • New facility to store up to 10,000 canisters (173,600 metric tons) of HLR@, “spent fuel,” for up to 120 years
  • Shallow underground burial with above-ground ventilation system; Design may subject canisters to environmental elements that could lead to corrosion
  • No system to inspect or monitor inside canisters; No on-site repackaging facility
  • Transportation routes unknown until time of actual transport, to be mostly by rail
  • Transport across U.S. will create national risks for accidents & terrorism
  • This site is called Consolidated Interim Storage (CIS) and considered “temporary” until there is a permanent ‘solution,’ but could become a permanent waste site.
