    According to the application, the revised design is projected to emit
    approximately 10.1 million tons of greenhouse gas emissions (carbon dioxide equivalent) and requires an initial water fill of approximately 960,000 gallons, followed by ongoing water use estimated at approximately 167,000 gallons annually.
